In 1988 a new president was elected. It was 152 years before a vice president was elected president. George H.W. Bush was vice president of Ronald Reagan. Bush was the best choice after Reagan. Bush tried his best to be the best. Bush was a pilot in World War II.He brought a new experiences to the White House, although he was cautious about every move he made. He had speeches on drugs, education, and environment. Bush made the Bush Administration, and most people blamed the Reagan Administration for the collapse. President Bush told every body that he was not raising taxes, No matter what! But something had to be done to cut spending. In October 1990 the Gramm-Rudman-Hollings Act was going into effect, but Bush was willing to settle for some new taxes. But wanted a tax cut for investors. Then in 1989, in Texas, court made burning the flag illegal, but was protested that burning the flag was a freedom of speech. But Bush was already of head of most people. He wanted to outlaw the defacing the flag, and make it a new Amendment. But the Amendment was shot down in Congress.In 1990, William Brennan, Justice in Supreme Court, told everyone he was retiring. He was the leader of the liberal wing, but he said that burning the American flag was a form of freedom of speech, and agreed with burning it. But Bush hired a New Hampshire judge, to replace Brennan's place. He took a seat in Supreme Court in 1990. The end of the cold war began around 1989 to 1990. Communist governments began to collapse. In Poland, they outlawed Solidarity, although the leader of solidarity would not let this go. But in 1989 solidarity leaders were allowed to run for parliament. And then a solidarity leader replaced a communist leader. Then the NATO and U.S.S.R both agreed on a timetable, to become one nation again.In 1989 and 1990, both Lech Malesa and Vaclav Havel came to the U.S for democratic reforms.Bush was happy for them, and they both received a welcome, but Bush was very cautious about everything.Bush loved that the Soviet Union was turning democratic and promised help to the Soviets.Bush stopped supporting the contras in Nicaragua, but he had worked out a plan called Bipartisan with Congress, which supplied the contras with food, clothes, and medical supplies.After awhile, Violeta Chamorro was losing power over his country. The U.S and Nicaragua were not certain of how their relationship was going.

In 1989, Chinese students protested for democratic reform. Thousands of them were killed or arrested. Bush declined to return to repression, and refused to take actions against the Chinese government. In the 80's, South Africa came up with a policy called divestiture. Divestiture is, American's that invested their stocks in South African businesses, and some that just closed down their stores in South Africa. Then almost in the 90's, South Africa elected a new president. His name is F. W. de Klerk. Klerk wanted reforms, so he started making them. In 1990 he, and Nelson Mandela went to the U.S to meet with Bush. Then in August, 1990 Saddam Hussein invaded Kuwait.
